It was issued by HSE and aimed at the commercial and industrial owners of liquefied petroleum gas pipework (LPG).
It highlights the issue of corrosion in buried metallic pipework, which is why leaks occur.
The advice how to carry out the inspection, &nbsp;replacement, maintenance of buried metallic pipework is also given.

Don&rsquo;t get me wrong, plumbing is hard work and not always the easiest of career paths, but the antiquated view that the job can&rsquo;t be performed equally by a woman is ridiculous. As an industry we must actively encourage more women in to the industry not only to equalise the current gender bias but also to help tackle issues such as skills shortages in plumbing&rdquo;.


In the case of the elderly and the vulnerable, 12% of respondents said they would feel safer and more at ease hiring a female plumber to do the job.&nbsp;A source says &ldquo;Elderly people &nbsp;have been taken advantage of by men in the workplace, so they in particular would appreciate more female representation within the industry&rdquo;.


A recent report from the Equal Opportunities Commission in 2001 reports there are only 17 registered female plumbers, but many local authorities are trying to attract more women into the trades, including plumbing.


Clarke concluded: &ldquo;Despite the fact that there is an obvious demand for more female plumbers, 6% of people didn&rsquo;t know that female plumbers existed which emphasises that as an industry we aren&rsquo;t even scratching the surface in terms of an equal representation. My hope is that any past stigma that plumbing is a man&rsquo;s job will soon fade and that more women will be encouraged into a least considering a career in plumbing&rdquo;.

If you are involved in provision of a fire protection package, at any level, then you share liability for its usefulness and its operation when it&rsquo;s needed in fire, and that liability will still be there in the event of a court case.


If it is your responsibility to specify the materials and/or appoint the installation contractor, it is also your responsibility to ensure that they can prove competency for the fire protection materials used, or the works to be carried out. It&rsquo;s no longer simply a duty of care or voluntary &ndash; it&rsquo;s a legal obligation.


&nbsp;


If you knowingly ignore advice that leads to a failure in the fire performance of any element of installed fire protection within a building, then you are likely to be found to be just as culpable as the deficient installer.


&nbsp;


You share liability for the provision of information required under Building Regulation 16B that tells the user of the building about the fire prevention measures provided in the building. Otherwise, the user cannot make an effective risk assessment under the Regulatory Reform (Fire Safety) Order 2005.

		<title>HSE Reminder - Safety on Sites</title>

				The HSE is encouraging parents to warn their children of the dangers of playing on/in building sites particularly during the summer holidays.


1 child died and 25 others have been injured during 2008/9, according to the HSE.

Companies are also reminded of the need to properly secure sites, with good fencing and regular checks being undertaken to ensure the provisions remain in place and fit for purpose.


&nbsp;


&bull; A reminder to all tradesman with regards to ACMs (Asbestos Containing Materials) &ndash; The HSE successfully prosecutes a Pontypool building firm for removal of Asbestos Insulation Board (AIB) by non-licensed contractors.


&nbsp;


The AIB was used on the inside surface of a boiler compartment, with the door being removed to allow access to the boiler which was being replaced. A licensed contractor working in the vicinity of the works noticed the compartment door outside the property. The contractor approached the men and advised that asbestos was present.


&nbsp;


The men were later instructed by a senior manager to cover the inside walls of the compartment with plasterboard.


&nbsp;


Caerphilly Magistrates Court fined Ron Couch Building Contractors Ltd &pound;2500 and &pound;1250 costs.


&nbsp;


Protect yourself and your customers by ensuring that asbestos isn&rsquo;t disturbed where present and when work is carried out that involves asbestos, only use licensed asbestos contractors; a list of which can be found on the HSE website at www.hse.gov.uk/asbestos follow the links for asbestos licensing

				The Department of Communities and Local Government (DCLG) have conducted a periodic review of the Building Regulations (England and Wales) 2000 (S.I. 2000/2531) and the Building (Approved Inspectors etc.) Regulations 2000 (S.I. 2000/2532) and all subsequent amendments, which has resulted in a consolidation and preparation of NEW Building Regulations 2010 (S.I. 2010/2214) and The Building (Approved Inspectors etc.) Regulations 2010 (S.I. 2010/2215)


&nbsp;


An explanatory memorandum to both these regulations, which has been prepared by DCLG, provides the following information as to the reasons for the change &ndash;


&nbsp;


&ldquo;What is being done and why


&nbsp;


7.1 Since the Regulations were last consolidated in 2000, there have been at least 20 amending instruments. The numbering within the Regulations has become increasingly complex and confusing due to the addition and revocation of regulations, and this makes the Regulations difficult to follow. This is why the Department is carrying out a consolidation of each set of Regulations. The consolidation should make it easier for the users of the Regulations to understand


&nbsp;


7.2 In tandem with the consolidation the Department is taking the opportunity to revise Schedule 3 to the Building Regulations 2010. The revisions consist of changes to the types of work that may be carried out by a registered installer under a self-certification scheme and to the list of bodies authorised to register installers. Self-certification provides an alternative, less burdensome mechanism of complying with the procedural aspects of the regulations. In addition, most of the new or extended schemes are in areas such as the installation of microgeneration and renewable technologies, the replacement of windows and doors in dwellings, the replacement of roof coverings and the installation of cavity wall insulation and so will help to support the Government&rsquo;s commitment to improving energy efficiency in buildings.&rdquo;
&ldquo;Consolidation 
7.3. These Regulations are consolidations being carried out as part of the Government&rsquo;s commitment to simplification and reducing the burden of regulation. The Department intends that they will create clear sets of Regulations from which to work in the future.
7.4 The Government has publicly committed to bringing the consolidated Regulations into force on 1st October 2010.&rdquo;
The DCLG acknologes within the explanatory memorandum that the changes are generally minor and concentrate on &ndash;


&bull;&nbsp;&nbsp;Reordering and renumbering of the regulations


&bull;&nbsp;&nbsp;simplification of the definition of &lsquo;rooms for residential purposes&rsquo;


&bull;&nbsp;&nbsp;removal of specific notification requirements for cavity wall insulation


&bull;&nbsp;&nbsp;revision to Schedule 3 to the types of work that may be self-certified as complying with the regulations; and


&bull;&nbsp;&nbsp;to the list of bodies (schemes) which are authorized to register persons

An explanatory memorandum to both these regulations, which has been prepared by DCLG, provides the following information as to the reasons for the change &ndash;

7.1 Since the Regulations were last consolidated in 2000, there have been at least 20 amending instruments. The numbering within the Regulations has become increasingly complex and confusing due to the addition and revocation of regulations, and this makes the Regulations difficult to follow. This is why the Department is carrying out a consolidation of each set of Regulations. The consolidation should make it easier for the users of the Regulations to understand
&nbsp;
7.2 In tandem with the consolidation the Department is taking the opportunity to revise Schedule 3 to the Building Regulations 2010. The revisions consist of changes to the types of work that may be carried out by a registered installer under a self-certification scheme and to the list of bodies authorised to register installers. Self-certification provides an alternative, less burdensome mechanism of complying with the procedural aspects of the regulations. In addition, most of the new or extended schemes are in areas such as the installation of microgeneration and renewable technologies, the replacement of windows and doors in dwellings, the replacement of roof coverings and the installation of cavity wall insulation and so will help to support the Government&rsquo;s commitment to improving energy efficiency in buildings.&rdquo;</div>

				TB 008 (Edition 2) highlights the gas safety concerns relating to room-sealed fanned-draught gas appliance chimney systems installed in voids and provides guidance on how to manage the risks and satisfy the requirements of the Gas Safety (Installation and use) Regulations 1998.

The 14 page TB 008 (Edition 2) provides thorough guidance on the risk assessment process that all gas operatives/business (see Note) must take when visiting properties which have gas appliance chimneys concealed within voids &ndash; ceiling, floor, purpose-built enclosures, etc. &ndash; and the requirement to have means of access provided along the route of the chimney for inspection purposes.
Note: Although Gas Safe Register has prepared and released TB 008 (Edition 2), the guidance it contains has been developed in conjunction with the wider construction and insurance industries to ensure full compliance on the need for suitable means of access inline with the requirements of Building Regulations.
The TB goes further than any previous guidance and in addition to access panels also raises the need for the installation of approved Carbon Monoxide (CO) alarms &ndash; one at the boiler position and subsequent alarms in every habitable room that the chimney passes through.
Importantly, a cut-off date for compliance has been set whereby any existing installation which does not have access panels and CO alarms installed after this date will move from the current classification of &lsquo;Not to Current Standards&rsquo; &ndash; where the installation is proved to be working satisfactorily and after a thorough risk assessment &ndash; to &lsquo;At Risk&rsquo; classification in accordance with the current Gas Industry Unsafe Situations Procedure; this cut-off date is 31st December 2012.

The Gas Industry Unsafe Situations Procedure (GIUSP) Working Group has published amendments to the current GIUSP, which take effect on 1st April 2011.

The TB provides guidance on RIDDOR requirements for registered gas engineers in the Isle of Man, who have no statutory duty to report &lsquo;dangerous gas fittings&rsquo; (unless they work for Manx Gas), but who are encouraged to do so by the Health and Safety at Work Inspectorate (HSWI) in the interests of improving gas safety.

&bull; TB 130 Important Liquefied Petroleum Gas (LPG) Pipeline Survey
&nbsp;
The TB reminds gas engineers who work in commercial and industrial premises of the need to have customers who have metallic gas pipework supplying LPG to premises, to complete an online survey.
&nbsp;
The survey &ndash; www.hse.gov.uk/lpg &ndash; allows the HSE to build up a picture of those installations which may be affected and require metallic pipework to be replaced with modern alternatives (MDPE for example) on a prioritised and systematic basis.
&nbsp;
This survey is in response to a report on a gas explosion, which occurred at ICL Plastics, Glasgow in 2004 prepared by Lord Gill.

o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; All fixed mechanical ventilation systems, where they can be tested and adjusted, shall be commissioned and a commissioning notice provided to the Building Control Body


o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mechanical ventilation systems installed in new dwellings shall be measured on site and a notice provided to the Building Control Body. This also applies to intermittently used extract fans and cooker hoods.


o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The owner shall be provided with sufficient information about the ventilation system and its maintenance requirements.


&nbsp;


Technical guidance &ndash;


o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Ventilation provisions have been increased for air tight dwellings i.e. those designed with an air permeability of less than or equal to 5m3/hr/m2 at 50Pa


o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Passive Stack Ventilation (PSV) diameters have been increased to 125mm for all room types, with additional clarification provided for inner wet rooms.


o&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Guidance on ventilation provisions for refurbished kitchens and bathrooms has been clarified.

Further guidance is also provided for solid fuel on flue outlet clearances, hearths and wall clearances to take account of modern appliances.
